What is reroll and how to do it?

I browse the site and many mention "reroll" an account, but exactly why and how to do that?

Create a new account and do new rolls with the SC that you're gonna get at the start, untill you get good units. Basically that.

You can also delete your current account and recreate it instead of a new account. But yup it's basically scumming for good starting units.
