In the map A swordwoman's Revenge there is a effect that cuts units def and atk by half. is this considered a terrain effect? I'm asking because I actually have a feng shui master leveled and was going to use her here if that was the case.

I think it's more of a location gimmick than a terrain effect. In the future, we will be getting units like AW Prince and White Emperor that nullify the effects of Hell (or Makai as most of us call it). There are also units in the future that are immune to Makai's effects such as Lythtis (http://aigis.wikia.com/wiki/Lythtis), Rakshasa (http://aigis.wikia.com/wiki/Rakshasa), and Tokoyo (http://aigis.wikia.com/wiki/Tokoyo).

Isn't it easier to simply try it in a situation like this ? And you'd know for certain then.

Terrain effects are only poison, fire damage and similar constant damage things. Effects that nerf your group are not counted into it since they are, as Yoxal said, more of a location gimmick, like how a map in the past did not allow you to place ranged units etc.

Marr didnt reduced the desert map's terrain effect btw, anyone knows why? Maybe some effects cant be canceled by fengshui?

Because it's a weather effect, not a terrain effect. If you're near a volcano the terrain itself is volatile and causes fire damage. If you're in a poison swamp the terrain is poisonous and spreading gas around.

Sandstorms in a desert are just something that might happen in a desert now and then because the wind decided it was time to play. Same with blizzards. Terrain effects are inherent to the terrain of the map itself and never stops existing.
