Where is mission 15?

Finally decided to finish up the missions after the event, completed 14, but mission 15 didn't appear. The main quests clearly indicate that it should be there.. are there some special requirements for it?

Nutaku doesn't consider the main story a priority. They've only added two missions(13 & 14) in the past fifteen months.
