Can someone explain what this does/how it works? The description says that it increases weapon skill up chance, but is it a passive thing (by having in inventory) or when used as a component to try to raise a different weapon? Is it even worth it?

Grails are used as enhance material to increase skill level up success rate more than a regular weapon of the same rarity would. Don't waste your exchange items on them. You get several from raid events and they're not even requirements to cap a weapons skill level, they just make it a little bit quicker.

What Aidoru said. If you get them, use them obviously, but don't wast any matierals exchanging for them.

For the specifics on how they work, they are basically double powered rares. For example, let's say you have a SR at skill level 6. To level it up to 7, to get 100% chance (without going over, which is the goal), you need 6 Rares.
*minor note, in case you didn't know this, SRs need their skill level in rares, so to level from 6->7, you need 6. From 19->20, you need 19. Rares use HALF that amount, and SSRs use DOUBLE that amount. So a Rare at 10->11 you'd need 5 (half of 10), and for an SSR to go 10->11, you'd need 20 rares (2x ten).

So back to the above example, you'd need 6 rares. The arcane grails are worth 20x their skill level (so double a rare). So if you used 1 rare to skill up the arcane grail, it's now skill level 2... worth 40 points, or 4 rares. Use another rare to skill it up to 3... now it's worth 60 points, or 6 rares. A teeny bit of math shows that you shouldn't go above skill 3, as then you'll have to spend more rares to skill it up than you'd receive (i.e., to skill it to 4, you'd need 2 rares, and it'd only be 2 rares stronger, so you break even. After that, it's actually INEFFICIENT and you lose rares.)

Following the trend, you'll eventually get some SR grails, who's name escapes me. Those are worth 50x their skill level. So a SR grail leveled up to 3 would be worth 15 rares. Technically there are SSR grails, but hell no should you trade for them.

TL;DR: Use the Grails [intelligently], but don't trade mats for them.
