fire idea core can be found in fire raid boss.

First area of the world map is where you can initiate raid boss battles. Do either the standard or expert of the fire one for a chance to get the item. Both should drop it.

And it should be noted that "Prison of --, Idea Core" shouldn't be confused with "Idea Core"

Those two items have way too similar names, really. Both drop from the same place, so just keep doing them until you get exactly what you want.
