missions/contests rollover bug?

It looks like for the last few days missions and contests have closed at 03:00 UTC but the new ones don't appear until 04:00 UTC. Has the server's locale just had a DST rollover or something, and scheduled jobs are out of sync?

A lot of people reported it on the discord, with some screenshots in #bugs. Everyone had the issue, as it was caused by DST changing for the server.
