Gear scaling changed with the patch?

I spent some kobans on epic pachinko and when looking at the gear I got I noticed that it was generally worse than the gear I already had. For example here's a comparison between a level 140 and a level 199 stupid sexy shirt and tie.

140:
+697 HC
+690 charm
+689 KH
+695 endurance
+9.74 crit

199:
+670 HC
+712 charm
+674 KH
+673 endurance
+9.50 crit

Level 165 stupid sexy gear is about +800/+11.25

Is this new to this patch or was this changed earlier? Why is it not retroactive?

That's inaccurate. They nerfed all legendary equipments, not just the rainbow ones.
