I've been maining Water and I think I'm ready to really work on a Wind grid to counter the thunder events. I've been stocking up SR/SSR weapons as they've been coming from events, and here's what I've got for Wind Himes:

SSR:
Odin
Azazel

SR:
Cybele
Hermes
Cronus
Krampus
Maeve
Oberon

Do I have a good start for Wind? I've got access to Arthur, Mordred, and D'Art now, with 760 Soul P to spend. I've been waiting on this next miracle ticket to pick up Snow Raphael for my wind team (currently Cthulhu, Ryu-Oh, Aphrodite, Nike), but is it worth putting that miracle ticket into wind instead? My water grid can put up 7m+ damage in rag on neutral elements at the moment.

I don't see a huge advantage to getting Snow Raphael other than covering an essential debuff, which you can get from your EX skill. I'd probably work on your Wind team instead. SSR Cybele would be a nice addition. Down the road you might want to replace SSR Nike with Athirat and run a Burst build with Shingen's ATK weapon.

Wind teams are the easiest to start with simply because Cybele and Zephyrs can be obtained by anyone. Next to that, you already have Oberon for your b-frames debuffs. Last slot for either SSRs you have. Use any soul with Black Propaganda as the ex skill or just use Mordred. Personally I'd use Joan for the mitigation and heals but it doesn't seem like you have her yet(?). Since not everyone likes using Rs, if you have Yata eidolon (or Jorm), you can take out Zephyrs and use your other SSR in your main team. You might take a bit more damage and have less heals but the damage your SSR provides might be enough to clear faster to counteract that. If you really need heals, then use Cass or Andromeda as your soul with Black Propaganda.

I'm running Mordred/Sniper Shot at the moment, so I guess waiting on Athirat and blowing a ton of jewels it is!

Cybele over Gaia for sure?

It just depends what you're aiming for. SSR Cybele is a core part of all Wind builds, while Gaia provides unique utility skills.

Not right now, but there's quite the Wind builds that outright ignore Gaia and go for more of an offensive approach. (I'm talking about DMM over here).

gaia is great for survival though...

if offense isn't working for you that well, gaia (especially awakened) will greatly help you survive.... that damage mitigation and draw attack skill that eventually nullifies damage isn't to be ignored...

honestly, my wind team is running gaia, cu chulainn, iblis, zepyrus, and joan with ambush. it's very rare if they die given gaia is awakened at lv79....

I've added a Berserk build that doesn't even run a healer. It's a pure damage build similar to Fire's that can output the equivalent of 2 Full Bursts back-to-back.
