Confusion about the "Stat Upgrades" category in the Tower.

As best I can tell, this category is specifically meant to only the stat points bought in the shop via the little + buttons, correct? But something I've noticed since I've reached a point where I can keep them consistently capped out to the maximum for my current level is that there are some people lower level than me that somehow have a higher score and rank that I do. How is this possible when there's a hard cap based on your level?

A while ago they had SIGNIFICANTLY lowered what counted as the caps on those for each level. I was nowhere remotely near the old caps myself and my main stat was suddenly counting as capped after that and it took something like 10 levels before I was able to start adding more main stat again. And there were people who had been at the old caps already before this happened.
