In the description, it looks like the 100% boost is relative to how many light eidolons you have slotted, instead of the flat 100%.
Depending on the scaling, it looks like Managarmr might not be that great, since slotting lower quality light eidolons just for the boost means you lose out on a lot of stats.

Quick answer: 80% without any light eidolons equipped, incremental bonus till 100% at max, so no, you don't actually lose enough to be outmatched by a random event eido.
