Can you get Tier 1 girls from a Tier 2 villain?

So I've just leveled Donatien up to his Tier 2; however, I only see the new Tier 2 girl as a reward. I got Lola before Donatien leveled up, but I never got enough attention from Kelina and Pelagie. Is it just a graphic bug not showing the other two, or am I not able to get them anymore?
