There are plenty free of non-browser/mobile MMO games where non paying players still have a good chance of being on the leaderboard or doing well in PvP based games, though those games are less about buying your way to the top and more about the players skills, which is why I mentioned nutaku specifically, because ones skill is near irrelevant when it comes to nutaku games, it's all about money and luck for the majority of these games.
There's ... very little way to make player skills matter in the game like this. So yeah, not happening here.
According to the developers on discord, the guy with the level 1000 tank (not just level 100! Far as my eyes can tell, at least) was a cheater who's been banned. Apparently the cheat required a rather in-depth knowledge of programming skill or something.
The 2nd place person is legit though (a very active participant on discord)
As an aside, that week long headstart that certain countries got is such BS when it comes to ranking systems-_-
Of course not, but there are things they could do to give non paying players a fighting chance. Back when I played Osawari, which basically uses the leaderboard system for its events, despite being new and a free player, with some dedication and hoarding recovery potions, it was enough for me to reach fairly high on the leaderboard, enough to get the event girl. Though the game's events was also the reason why I quit the game since it's not something I could consistently do but if I could do so every now and then, that' be enough for this game since the rewards are not one time event girls.
Hm, it seems PoC have same oil/exp-currency rate as regular maps, trading drops for blueprints. Pretty nice to not lose too much leveling efficiency by running it instead of regular map farming. And you only need 1000 runs for dat shiny 5* from research! :p ;)
