Only on Nutaku. For mobile, Kiwi (that's her name) was an event prize for ANZAC.

Maybe when ANZAC rolls around again, we can get her in Nutaku.

Also, the corruption has lots of Pvt. Nekos in the earliest map tiles. :P (IS-3 Alyona guns down a bunch of them in her story, too)
