I'm not sure you've looked at the PvP. Calling it "PvP" is a stretch. As far as I can tell it's simply a ladder board, (based on level ups) with an eventual pay out based on how many levelups you've made, capping out at 11000 getting 150 gems, 75 keys, and 5 5d advances.

(fwiw, I'm in the 6k's, getting 50 gems, 30 keys, 3 1d advances. Next bracket is 7k, which I probably won't reach with ~1 day left this round.)

My doing well because of decorations/time spent in no way prevents somebody else from doing well.

Oh, and the "split" companies is also very buggy, where offline money seems to transfer over to both or something.

(It takes me roughly 30 minutes now to go from 0 to sell, so I basically don't bother running AFK. When I logged on today though, I had enough money to go from no girls at all to 5986 total levels.)

I can get tons of gems and keys in few days, only 5 days is interesting me but it's not enough to make me compete

How did you get it so fast?! It still takes me hours and after a day of work. That's not fair.

Decorations, playing since release.

Prestige multiplier is 298.3K%
Income Multiplier is 69 (Which I believe takes into account decoration multipliers. I haven't really gotten many multipliers via spins)
Other decoration stuff of note:

-14% level cost reduction
+6x tapping power
-52% Base cost
-8% upgrade cost
+4.2x Company Multiplier
+825% Prestige Power

(And fwiw, I did finally get the share increaser decoration (2nd to last), which is where things really took off. Now up to lvl 22, +4.4x shares on sell, so over 20k per cycle.)

What is a good girls line up starting level 9, in a way that it provides good income and I don't get stuck because the girls are too expensive to level

Since the real goal is levels not money, IME the best strategy is the 10 cheapest girls (to get tons of levels cheap) and the 1 most profitable per money spent. (to afford paying for said levels)

I'd also be inclined to argue that early game the most important decorations are:
Prestige multiplier
company multiplier
Tapping Power (if you're active) offline modifier (if you aren't)

once you hit company lvl 15, the most important decorations probably are:
Base cost reduction
Share multiplier

(Note: I am still missing one decoration)

So...did the tournament rewards just bug out for anyone else? I was definitely in the "3,000 levels" bracket, but after it ended it only let me claim the base level prize and said my number of levels was 0.

Me too. I had 4500 levels and I got the 0 levels reward. I sold my company right before it ended tho by accident but I'm glad to know that wasn't the reason if you had the same problem.
