It's not supposed to work that way, but given the state of clothing sizes all over, where they're trying to cater to ego more than accuracy, that might just be how things are, now. The way it's supposed to work is that if a girl measured herself as an A cup, that means the measurement at her bust is 1" larger than the line just below her breasts. The B cup is 2" larger, and so on. If a girl with breasts creating a measurement 3" larger than her chest (the 34C in your example) were to wear a 38A, then the cups would literally be smaller than her breasts and the band would not fit snugly around her torso just under her breasts. The bra might fit in the sense that it covers her nipples and most of her breasts and it doesn't slip off (mostly because the size of her breasts is holding it), but that'd likely be a very uncomfortable fit and it'd be a terrible salesperson selling that to her.

The number, btw, is the measurement around the torso just below the breasts. (Plus some. I think it's plus 4".) If she wears a larger number, she's wearing a bra that's technically too large for her torso. So, as long as bras are sized correctly and consistently, then no, a girl should not be wearing different sizes. Unless she likes the looser or tighter fit, I guess. That part could be preference.

Anyway, that's all kind of irrelevant in the face of artistic style and preference. And within the context of game characters, it feels like devs all too often think bigger is always better -- but they still want a character who's sensitive about small breasts, so they call them small, give them sizing labels that say they're small, and then just draw them slightly less big than everyone else. It's a personal point of irritation. Because I love small boobs. I also love large boobs, and would love to see some even larger than already drawn, but those tiny boobs with pointy nipples are great.
