Can anyone confirm that some decos max out at level 26 and all the others at 101?

About to unlock a second girl in the candy event. Dont know if i can make it to the final one. I chose Holly last time witch i regret since she was on the list of girls that dont take it in the ass.

So, who do i choose of the remaining ones? Do both do anal?
