Then I may be able to answer.

She looks like the Aqua Shadows master. I think a while ago devs spoke about meeting the aqua shadow master mind soon. I guess it's her. It seems she help and protect them (even if it's not efective at all... I never seen aqua shadows doing such low damages...).
