Right now I'm not sure but you can check the list available ingame for entries starting with "3rd", since it's the 3rd anniversary jewelery.

I would hope so. Missing out on my login bonus during the login campaign and the free gacha roll because of this delay. Hopefully not too much longer or else will have to wait until morning when I get up for work.
