What I understand for Saffron β».
She win Winter Rose poll, so she obtain garden deco. and become priority target for rarity upgrade.
But Saffron already β 6 so dev will use β 5 Saffron X-mas instead.
Same as Manryu, her β 5 ver will become priority for rarity upgrade.
You can compare in Nation ranking Shirotae, Yamabuki, Hasu not obtain anything except new garden deco.
Since Roeta... Kurenai offer himself for update duty, he got it.
