I think the same "breed" means he same flower family, not nation. I guess it's a buff for her sisters (the new girls are new Tulip versions if you didn't noticed).
Not "that" good but certainly not bad at all. If that 100% crit damage for all is correct, She will make a good replacement for Bluet in my Tritoma's team.
