Not just you, the H-Scenes have been being released very infrequently compared to before. The last one was Victoria on August 23rd, then Diplandia on August 9th.

Quick question, does it matter if i do second affection or second evolution first? Is there a difference in stats?

I'm pretty sure Diplandia has it. I would check the 'News' tab under the game to confirm, but right now it seems to have disappeared. Diplandia does appear in the 2nd H-Scene wiki page though.
