Aigis is probably at the bottom: easy to get scenes and plently of them but *No voices / 1 picture pre scene* Fun game though, play it for the gameplay.
Pero/Pero has pretty good scenes but its limited to mission and event girls most of the cards don't have scenes *Voices / Animated Pictures*
Oswari Island looks pretty decent multiple scenes based on heroine rank, can't speak on difficulty as i didn't play for long *voices / some slightly interactive pictures*
