The people that are shown to be higher than that are bots if I recall correctly.

It seems like at least 95% of the profiles that it's been showing me as battle options since I hit 40 have been these level 41 and higher bots, then.

Hello. Its true there were a lot of bots like @Sentifer pointed, but I think this was fixed. Please PM me with more details about this issue.
