I've never been banned on this site despite using multiple accounts, of course you don't just tell them that otherwise you get into trouble. If you have spent real money, I'd definitely recommend using VPN, just to be on the safe side.

Also, if it's indeed safe, I can really use any email I want when creating the account, even a non-existent one, and change it later when I get a good set of starting pulls? I already have Ouroboros SSR from the pre-registration gatcha, and got Beelzebub from my SR ticket, but Ideally I'd like to have 2x SSR, one summon and one Kamihime. Granted I could always get my SSR Kamihime later, when/if they introduce purchases where you can choose your own SSR (Japan received a few events like this), but I'd rather get one for free is I could.
Yes, you can use any email, even a non-existing one just make sure it's unique, not something like 'smith at gmail dot com' because obviously someone's using it and you won't be able to access it. And yes you can change it later.

I don't know. I want to re-roll, as I'd love to start with an account as best as I can, but I'm afraid of getting my primary Nutaku account banned in doing so. Keep in-mind that I live in Canada, so I won't be using a VPN to re-roll. So yeah, same IP every time. :/
You can use VPN, no matter where you live. Even in Canada by using VPN, your IP will change. To see that, the best way is to google 'my ip address' before and after using VPN.
