Enhance the weapon you want to level its skill with any R or above weapon that is not an enhance material. The skill and element of what you're using does not matter. It should state the success rate before you click proceed/yes to enhance.

Basically, feed it R or higher weapons.
Not all at once though (at first), as you'll see that it ramps up the skill chance and you can only do 1 level at a time. Just play with it a bit until you see how many it'll usually take you to get to the next level, for SR it's usually something like 1 per Skill level from what I've seen (i.e. Skill Level 5->6 cost me 5 R weapons).

Skill level does matter, though.
For the time being, just use trash R weapons; they're good for the first few skill levels. But eventually, you'd probably want to understand the underlying math to become more efficient about it.

Ah, that was my bad, was in a rush and had to walk kids to school. For the first level, assuming this was for the panel mission, is what I focusing on.
For further higher levels it becomes an annoying chain of leveling weapon skills of what you're gonna use to enhance to increase the success rate for the weapons you want.
However the ost in this game are amazing! (And I already love the Garuda's theme)

been wondering for a while: what does "disable" do? (Cybele and Nergal skills for example)? and while on this subject, what does "cover all allies" (Kushinada) do? protect from all dmg? or is it a taunt?
"Disable" is a poor choice of wording on the translation team side. It's suppose to be negate damage taken with a "Miss".
Not sure about Kushinada's skill since I don't have her. Sounds like a cover, where she takes all damage allies takes.
