It's not just "supposedly", it is a guaranteed SR. In Jewels/real money at least.

You can always see that the very last slot is a SR (or SSR). However, the game shuffles new Hime at the end so if you pull a R Hime(s) which you didn't have, you'll see the R Hime(s) after that SR (or SSR).

But yes, there's lots of utter garbage non-Hime SR weapons and garbage SRs in there as well, so guaranteed SR doesn't really mean much.
