Not necessarily. You could stretch "online gambling" to mean anything in which probability is remotely involved including the use of RNG to determine damage in pretty much every online game ever, but generally gambling especially from a legal perspective refers more to sports betting and casino-style games where money is at stake as opposed to virtual items.
Mobile game devs have forseen those attempts and are literally years ahead of the curve. You know why you have to buy starcoins with nutaku gold in order to roll gatcha? That's why. It's so that they can say you bought something in game and not gambling.
Plus, if they enforce gambling to this level, you can also say goodbye to trading card games like magic the gathering or pokemon, even the collectible panini card would be at risk, but they exist since so long I'm sure they have all the Legal umbrella to protect themselves for, and gacha games will simply use the same. With gambling law enforcing in the gaming industry, we will maybe see the exact odds to get a specific item before rolling the dice, but I don't expect much more.

I'm pretty sure Japan already has laws that require fully disclosing the probabilities of obtaining items through gacha mechanisms. Which is probably why they're careful to always mention those odds in the DMM version. Lately, they've started mentioning the rate up odds here as well for their money gachas, probably for the same reasons. They don't always mention it for jewel gacha rate ups though (likely since it doesn't involve real money). >_>

Hi guys, so I was wondering that since we got some dedicated DMM players here on the forum, maybe it would be a really good idea if one of them can create a thread with all the (major) changes that had occurred for DMM in 2018, so we can take into account this change for our 2019. It could like "2018 DMM recap" or sthm along those lines. I think that It would be really helpful to many of us that are not really familiar or up to date with all that had happened to DMM, like major changes, new meta and such. We will greatly appreciate (or at least I know some of us will be) if someone can take the time to make this post so we can be informed on the future an make better decisions about it and maybe other DMM players also contribute to it so we can get a really useful thing going.
For me, I would be interested in some meta stuff and maybe also some weapons that are worth waiting to make final upgrades. I know that you can always ask those questions in this thread, but have it all consolidated in one post could be much better.
Well, I hope someone in here takes the time to make it, if not well yikes.
