Not "might", she is. 15% ATK/DEF down, 1200 heal/6T, 30% wind cut/5T. She perfectly usable at both debuffable and high debuff resistant content. Hard to get something better than that (she's actually much better than Heph IMO).

There's one pretty simple reason: there's no Vlad in Eidolon Orb store. Aquirable eidolons end at Adramelech (eido store came before Ori shop). To make it worse, Vlad will probably never be added there.
