Early on you can grab some from the exchange shop with materials you get from story quests but after that you'll most likely be focusing on events. So you'll be mostly getting them from daily/weekly missions and advent event mission daily exchanges which can be exchanged even after the event is over if you still have materials.

We have a raid event coming up which doesn't provide you with any elixirs, you'll get a ton of BP recovery items though.
