Will a primary Balrog (+20% Fire Atk) and a support Balrog (+20% Fire Atk) result in a total of +40% Fire Atk?
Will two Dragoons result in a doubly increased multi-attack rate?

What about similar or identical effects that come from different Eidolons?
Will a Balrog (+20% Fire Atk) paired with a Salamander (+15% Fire Atk) result in a total of +35% Fire Atk?
Yes and yes. Not that you ever should use Balrog or Dragoon or Salamander, though. If you want to do damage, Apocalypse is the only acceptable option (well, there are Gacha SSRs which also give elemental attack). That is, at least one Eidolon has to be elemental attack.

If the Eidolon effect says "character attack" then you don't want that. You just want "Fire" like Apocalypse or Fafnir. If you have one elemental attack and you really need the HP, then a "character attack+HP" Eidolon is fine too.

The guy above me is confusing on-use with passive effects.
