Early on, just get what you can. Later, once you have... maybe 5 LMB SR/SSR weapons of the same element, start upgrading the Assault skill levels.

Check out Sanahtlig's toolbox for a damage calc (link above, though to the wrong sheet, you want the second sheet all the way to the left), it'll show you when an on-element weapon is better than a high base damage off-element. For me, at late game, it's like... 400 base attack is 3%ish (the base of SR Assault at skill level 1). And since it's very easy to get 9% (SR Assault skill level 12), it's almost impossible for an off-element to be better than an on-element weapon. However, that number will be much bigger for you early game.
