The boost on reduction is so minimal that is the first one, pretty much a stat stick imo.

I have a similar one in Water at level 50 (was just trying to clean up inventory -> super success -> almost 50 -> okay fine whatever) and I honestly can't even tell the difference.

As Marigold said, it's just a stat stick. A double useful enigma SR is probably better, not to mention will cost you a fraction of resources.
