Uhm... I guess nobody's expecting a 3% SSR rates to work like that, what most people inadvertantly believe are most likely this:
3% HIT on every roll in other words 97% NOT-HIT on each roll as well.

Meaning a chance of getting that NOT-HIT for 33 times in-a-row is 0.0001%, see where I'm going?
There may be a case of 2 SSR in 66 roll where it happens to be on its 65th or 66th roll (0.0000001%)
there may be a case of 3 SSR in 99 roll on its 97th,98th, and its 99th (0.00000000001%)

I'm good with betting on that 99.9999999999% chance of the rates being a LIE. The people responsible should be tar and feathered, pilloried, and have a Nun ringing a bell chanting SHAM SHAM SHAM.
