Garuda gives elemental damage, quetzalcoatl character's damage, u can find it in damage formula here, which is better depends on assault type weapons skill level and number of this weapons... character's damage and weapons goes to first multiplier, weak point and elemental damage goes to second, to achieve the optimal value, you need to use your eidolon and friend's so, that the values of the first multiplier are approximately equal to the value of the second. ~
idk ur weapons, but if they are at middle level, then most likely optimal would be using 1 quetzalcoatl and 1 garuda. Or 2 garudas, probably for you there won't be any difference in damage, but with 2 garuda u will lose 20% hp which u could get using quetzalcoatl.
