Yup. Same with other debuffs - if somebody uses a weak debuff first, your raid is fucked. If you run Mordred and other people are there, it's better to wait and see what EX skills the others are running. And if you bring Sniper Shot/Ambush/Trial by Jury, use those ASAP before somebody applies weaker debuffs.

I don't know when are we getting a fix for that. It's been like this since the start, I believe?
