Ryu-Oh completes Vohu debuffs by herself (assuming against Fire), which makes her pretty good with her. Sure, maybe you don't need her with Snow Raph, but.
Cthulhu Awakening is right behind the corner, and she will be no joke either.
Saraswati with Vohu can be surprisingly good in theory, as Saraswati can pick up the pace of 1-2 Hime + herself considerably, meaning that the quick Vohu will complete a fast Full Burst team. This requires a lot of manualing all the time though, so not really sure if that's worth a MT.
Shiva is good after Awakening sure, but certainly not 100%. She's not THAT good.

So, since it doesn't seem like you can make an argument to save your own life, how about I make your arguments for you, then?

Shiva is capable of dealing out roughly 2x damage per turn ((6.5+3.5)/5) from abilities. This is roughly in line with Svarog who also does 2x damage per turn. Also, Svarog gives (eventually) 40% Assault with 100% uptime, Shiva gives 30% Assault + 20% Elem + Crit but with 60% uptime, available right from the start. Shiva has some further advantages such as increased ability damage and cap for 3t after Burst, but Svarog has significantly higher caps (that she can't reach, unlike Shiva) so it doesn't really make a big difference.

So overall? Shiva about a Svarog. Is that good? Yeah, that's good. You know, with Svarog being very much a key Hime in Fire. However, Shiva is NOT a Fire Hime, but Water. And there's plenty more competition in Water than just Uriel.

I stand by what I said - Shiva is good, but certainly not 100%. She's not THAT good.
Clearly Asherah is the correct choice, since it'll only take eight months before her Awakening and then she'll be better than Shiva - at least in content that dies in a single Burst. Dohohoho~

You are pretty well off in all elements, really. Which one do you enjoy playing the most? You had Belial and Hanuman, does that not influence what you want to focus more on?

If it's Thunder which you mentioned, I think you're only missing Dian.
