For me, long story short, not sure should I commit even more to my Thunder in preparation for Thunder Aphro MT (not available yet, but early next year MTs can get you Limited Hime) and thus get Dian. Or if I should get Azazel so that I could farm Thunder content way more easily.
In my opinion, Senpai doesn't really need Dian given how strong Senpai's grid is already. Dian is useful for carrying WRags and helping weaker players clear stuff like GO but she just doesn't seem necessary if you have the stats to just kill everything before it kills you. Dian is also not that good for AABing since you actually have to use her potions.
On the other hand, Azazel AW is really fricking strong, and will be meta for a long time, so that's seems a better choice to me.
Olympia Water is upcoming. I don't know what it is like, but supposedly there's a ton of damage output in all of the Olympia raids. Thanks to Raiko my Thunder is quite fast - and can be faster with Shingen's EI - which means lots of resets for Dian's heal.
There's also Thunder Aphro to consider. She is a really stupendous amount of damage... ... but only if your team is at FULL health. While Marduk's "Barrier" and TAphro Barrier stack, anything that does more damage than that will considerably hurt damage output. Which is why Marduk-TAphro-Dian makes for such a stupendous group, as Marduk's follow-up attacks powered by TAphro does some serious shit. I don't think there is a Miracle Ticket between here and TAphro, so I'm either getting Dian now or assuming that nothing will get through Marduk-TAphro Barriers. And those Barriers don't have 100% uptime either...
But you're right that Azazel is also a hard carry for Wind. Hence, my hesitation.
The current theory for carrying Disaster Rags/upcoming Olympias is to not bring debuffs, instead bringing a selfish team with the maximum damage output for yourself. And yes, that would be the team for Thunder, I believe.
I don't really agree with that theory, because well, selfish. For the entire raid, it's simply better if you also bring debuffs. Which, of course, means that you yourself will do less damage, which means less chance of MVP, which means more chance for you to GET FUCKED SON. Since ONLY the MVP is rewarded in the entire raid. BRILLIANT GAME DESIGN, DEVS.
So, in other words, SSR Baal fits in single player content and into multiplayer teams that are less selfish.
I guess you're committing to Water, then? Personally, since you have nearly nothing so far, I'd say reroll into a 100% Eidolon. Yeah, having triple Water SSRs isn't bad, but it's not as good as having a 100% Eidolon.
If you must commit to this account - which I don't recommend - then I'd say Vohu Manah. Shiva would be nice too, but you're already six Dragon Eyes behind and Shiva would put you to nine Eyes behind.

I am a solo element Thunder player because the gacha favored Thunder drops, for me. So, I am trying to build the best Thunder team with lots of SSR's, but I am not sure if solo element is a waste or if I can still compete with people who have teams with each element (If I had the AW Marduk, Thunder Aphro, Raiko, Dian team).
