People like that which is familiar. Basic rule of human nature. Having some minimal role in the story also helps.

Minimal is quite right. Baal got what, 1 line after her storyline? I think she said "this way!" or something in the Light arc.

she's barely even shown in the story compared to the rest.... maybe Baal is shown as much as her...

although it could be an issue with the fact that cybele is practically a loli and that's a touchy subject for some....
