Generally, what I want to know when someone is asking for advice is the following:
Do they have a +100% eidolon?
Kamihime, especially SSRs, that they have access to. This is usually the long-term bottleneck on progression.
Do they have typical debuffs covered with the kamihime, Soul, and EX ability they've selected?
Are they using the best primary and friend eidolons they have access to? Do they understand the difference between character and elemental attack?
Have they leveled up their assault skill for the element they're using?

The attack power is something I don't even necessarily pay attention to, because if they're doing all the rest correctly, that will come with time. The rest is probably only necessary if a problem is suspected and needs to be troubleshooted.
just to add to this, i think any available eidolons is necessary, not just the 100% ones... (or SSR in the case of a new player but hopefully they reroll for that)

it's not just their main/friend effect, but also what they do when they're summoned that can greatly help someone...

it's why i like having a lv100 ixion in my thunder grid, or my lv100 huanglong in any grid (that doesn't have a stun duration increase kami). those summon effects do give a nice buff...

plus i feel like anyone with yatagarasu or jorgurmandr (especially high level) should have that in their eidolon slots hands down cause that atk down is a godsend at times...

but knowing how many stars each eidolon has can be a key point too as it affects the strength of their effects (and the buffs in the case of the dragoons). it's why i don't like using my st. nickolas cause she's only 1 star and i can get a better damage boost from thunderbird and possibly my hecatonchires
