If I read correctly, she's only a healer when her skill is active. Otherwise she's a witch.

Can she be dropped on War of Magic? Otherwise, not sure I see a lot of point to her.

Honestly I almost never use a witch, so a part time witch is a big improvement to me. I'll be using Shiho over Despara.

No she can't be used on War of Magic, and she has plenty use. However, I won't say where or how. It is up to you to figure out your strategies.
