It only comes from events. When such an event happens, go get 100 of it so that you have enough for your future needs. Inheritor ore stacks to more than 100 (probably 999), so it's not a waste of inventory space.
I don't want to be annoying, but by any chance, do you know how often they release those kind of events? I don't feel like waiting 6 months to enpower my generals
