This is indeed so, but it's also a one of the better parts with this game, if you look on the skills and individuality of the skills its quite a lot more flexible than most other nutaku games where the skills are just graphic and re-branded with different names.. the skills really differs between each character... i also believe it's not intended to be a "pure" whale 5 UR builds.. but 1 UR, 2 SR 1 SRR is a completely viable build.. and skills allow such combinations to be put together... it gives some interest to the game in my opinion.
There's a few of the R skills i really believe can be great to.. like the one that buffs the entire army based on dice rolls.
