The skill says, "Attacks all enemy units and deals 10% reduced DMG when leading an Archer, Veteran Archer, Marksman or Elite Marksman unit." Elite Musketeer is not one of the classes on that list. As the others are lower tier classes, generally you want Master Strategist to either be an Elite Marksman to make use of the "attack everyone" kill, or else some other class (probably heavy artillery) if you're church to at least take advantage of the Brilliance of Sengoku skill.
