I'm not saying that you shouldn't use your tickets to summon new generals. Whether you should do that depends on what you have and what's coming. The list of level 55 generals that I have (with xn meaning that I have n copies of the general all level 55) is:

That's not counting four star generals I have that aren't level 55. So as you can see, there's not a whole lot of value in burning soul tickets for me right now. Most of what I could get would just duplicate what I already have. Lion of Sagama and Kuroda Nyosui would be upgrades for PVP only and not useful in PVE. Having yet another Tiger of Kai, Master Strategist, Takeda Shingen of Kai, and Sanada Yukitaka would be mildly nice. Most other generals that I could get would really just be useless junk. That's why I'm saving my tickets.

If you don't yet have a four star Takeda Shingen of Kai, then absolutely, use your tickets and get one.
