Is there something special we have to go to get max rewards on garrison and to get it to work properly?

I notice sometimes my garrisons spawn no bosses at all.

Also when I finally got my garrison to start spawning bosses, I only get 1/10th the listed reward.

Is it possible to reset ones progress? Start the game over from scratch? (without making a new acc)
