How many units are supposed to start the game with?

I just tried this game for the first time and a bunch of girls and levels are already unlocked and stamina was almost empty

Is it possible i some ended up in someone else's account?

Pvp is so broken. Natasha charges twice as quick as Karina despite having a more potent special. On half the maps, going first gives an enormous advantage. 90% of the officers are useless as their boosted units just don't cut it.
