Yes, true, but even then, 700 is usually only enough to speed things up a bit, around 1500 is what most games want for something that gives a decent chance on something great...

And doing the 700 free for every reroll you make is just too long.

Are cooldown equips bugged? Your equipment effects are added onto the display as soon as you equip it, tested with every other effect, but not a single equip I have with cooldown rate is shown on my stat display. Is this a visual bug or do they literally do nothing?

Not that 1% makes a difference but still.
