Think that's just a flashing shop button.

When you have a gift to pick up, a pink mailbox button appears below the achievements button.

yeh I logged in and saw that - still pretty unplayable so left - don't feel like whaling hard

so, what are the "moetan tickets" good for? I don't see where I am supposed to use them.

You trade 100 of them for another moetan in the moepedia.
