You get it from the Fine Gift Chest from the Gift Shop

Athenna Empire is currently the latest available empire. You have to wait until a new empire is released

If you buy a "gift chest" from the "gift shop" for 80 diamonds, it has about a 10% chance of containing 1-3 crystal hearts. You can only buy three gift chests per day, so it might take a while for you to get the crystal hearts you want.
