do not attribute malice to that which can be adequately explained by stupidity.

This was done because the tickets were being bought more as a means for progression, rather than the intended purpose of to simply waste extra coins (lol, extra coins don't exist)
I don't recall the reason he made it a bunch of 9's, though.
